Qingtongxia town is named after the construction of Qingtongxia water control project on the Yellow River in 1958. It is located 19 kilometers south of Xiaoba, where Qingtongxia municipal government is located. It has jurisdiction over six neighborhood committees including Shangba Road, Jianshi, Xinmin, Xinqiao, Limin and Jiefang Road, and three village committees including Caohe, wosha and Yuqiao, with 26 villager groups. There are 72 enterprises and institutions under the central government, autonomous region and city, with a total area of 557 square kilometers and a total population of 49520 (2017). The party and government organs of the town are located in Shangba road.

Aiming at the problem that Qingzhen and aluminum group company are located in the East and west sides of the Yellow River with poor transportation, urban construction and other infrastructure conditions, in order to effectively improve the local infrastructure conditions, promote the development and growth of enterprises in the industrial zone, and drive the economic development of the whole city. It is planned to build a 4.6km long aluminum (group company) Qing (Tongxia town) road in this area. The road starts from the east gate of Qingtongxia Aluminum Group Company and ends at the gate of Qingtongxia town government. It is constructed according to the urban first-class road standard. According to the principle of "acting according to one's ability and implementing by stages", the construction of subgrade project from Qingtongxia Aluminum Group Co., Ltd. to the West Bank of Hexi main canal, with an estimated investment of 5 million yuan and a total length of 2.8 km, was started in our city. As the estimated investment of the project is 300 million yuan and the investment is large, it is necessary to build a bridge across the Yellow River. In view of the limited financial resources of our city, it is suggested that the relevant departments of the autonomous region should list the aluminum Qingdao Road project as the key construction project of the autonomous region, actively strive for the support of national debt, and give preferential treatment from the aspects of policy and capital investment.
