In 1995, the former site of state-owned 221 factory was transferred to Haibei Prefecture and named Xihai Town, which became the seat of the government of Haibei Prefecture. As of October 2019, Xihai town has four communities under its jurisdiction.

Xihai town is located between Riyue mountain and Datong mountain in Northwest and southeast direction. There are Xiaotan, Jintan and Yintan three valley basins. The terrain has large elevation difference, surrounded by high mountains, open valley landform in the middle, and the terrain inclines from northwest to Southeast. The average altitude is 3100 meters.
