Shangchayu town

Chayu County, Nyingchi City, Tibet Autonomous Region governs the town and 18 administrative villages.

Shangchayu town is located in the southwest of Chayu County, the middle of gongrigabqu, the West Branch of Chayu River, and the southeast of Gangrigabu mountains. It is adjacent to xiachayu town in the East, Indian controlled area in southern Tibet in the south, Motuo County in the west, Basu county and Bomi County in Changdu area in the north. It is one of the border towns of Chayu County, with a border line of more than 120 kilometers.

It is 120 kilometers away from the urban area of Chayu county.

The total area of the town is 4300 square kilometers.

In April 2019, there are 882 households and 3347 people in the town.

Evolution of organizational system

In 1960, Songlin district was established in Chayu county (shangchayu District in Dadian).

In 1972, Songlin district was transformed into Songlin people's commune.

In 1978, Chayu County abolished Songlin commune and restored Songlin district.

In 1984, Chayu County abolished Songlin district and set up shangchayu Township People's government. Its address was moved from Songlin village to Migu village, where the town government is now stationed.

In 1988, shangchayu Township had 16 administrative village committees and 26 natural groups, including muzong village, aza village, Yazhong village, Cuixi village, bendui village, buzong village, Bida village, Rongyu village, Songlin village, gonggu village, Migu village, Cuba village, geyong village, Ciba village, TIYU village and Shizhong village.

In December 1999, shangchayu township was officially changed into shangchayu town.

In 1996, shangchayu Township had three administrative villages: muzong village, songleng village and geyong village.

geographical environment

It is located in the southwest of Chayu County, in the middle of gongrigabqu, the West Branch of Chayu River, and in the southeast of Gangrigabu mountains, 120 kilometers away from the urban area of Chayu county. It is adjacent to xiachayu town in the southeast, Basu county and Bomi County in Changdu city in the north, azhun River and danbaqu in Motuo County in the west, and traditional custom line in India in the south. The border line is more than 120 kilometers long. This section of the boundary, the traditional boundary line between China and India, runs along the foot of the Himalayas. The upper Chayu town and the Indian border pass through the southern boundary of the lower Chayu Town, from balangong at the mouth of dulaique in the lower reaches of moongqu, westward across the tiding River, bounded by the watershed of the water system of the North tributary on the right bank of the ruchte River, passing south of Chetan, north of chetu, and southwest to Danba in the east of ebun in Motuo County Qu (Dalan River) Estuary and westward to the southern boundary of Motuo County.

The town government is 1900 meters above sea level, with complex terrain and special geographical location. The low altitude zone has a subtropical climate and rich annual rainfall. Aza River, a tributary of gongrigabuqu, passes through. The source of the river is aza Millennium glacier in aza village, which is rich in water resources. (Note: most of the southern and southwestern parts of the town are now illegally occupied by India.)

Shangchayu town has Tibetan, Han, Naxi, Luoba, Yu people and other nationalities.

In 1988, the total population of the township was 3002, including 1435 agricultural and animal husbandry workers and 120 urban residents.

In 2010, there were 3099 permanent residents (sixth census).

In March 2017, there were 863 households and 3282 people in the town.

In April 2019, there are 882 households and 3347 people in the town.

Shangchayu town is rich in forestry resources, mineral resources, understory resources and water resources.

There are widely distributed virgin forests, rare tree species are Taxus, sandalwood, spruce, fir and so on.

Common forest resources are Tricholoma matsutake, Cordyceps, Gastrodia elata, Fritillaria, Panax notoginseng, Coptis chinensis, Auricularia and Pteridium.

There are many kinds of animals and plants in Gaoshan Junling, such as tiger, leopard, bear, deer, parrot goose and so on.

The main mineral resources are: gold, silver, tin, etc.

The total area of the town is 4300 square kilometers.

Economic overview

The GDP of shangchayu town is 8.9864 million yuan, and the per capita net income of farmers and herdsmen is 2035.36 yuan.

Forestry

Shangchayu town has complex vegetation types and rich forest resources. The forest coverage rate of the whole town reaches 70%. There are many kinds of tree species, such as Taxus, spruce, sandalwood, Pinus yunnanensis, etc. Economic forest trees mainly include apple, walnut, papaya, tung oil tree and Camellia oleifera.

Agriculture

By the end of 2004, shangchayu town had 5223 mu of cultivated land, including 2010 mu of paddy field, 3213 mu of dry land, and 1.73 mu of cultivated land per capita. The total grain output reached 6.38078 million jin. The main crops are wheat, rice, soybean, peanut, highland barley and buckwheat. The development of animal husbandry is steady, mainly including yak, yak, cattle, goat, sheep and Tibetan Pig.

In March 2017, the cultivated land area was 6074.8 mu.

Transportation and communication

Shangchayu town is 120 kilometers away from the county seat. There are 11 village committees in the town which are connected with roads. Five village committees are not connected with roads. Now mule horse post roads have been built. In 2003, the satellite telephone was opened, and in 2004, the distance control telephone started the development of communication in the whole town.

In 2016, the road reconstruction and expansion project from shangchayu town government to bendui village was started. The construction period is one year and six months, the total investment is 89.7 million yuan, and 40.098 km of four grade oil road is reconstructed and expanded.

In November 2019, the highway reconstruction project from bendui village to buzong village of shangchayu town will be completed, with a total length of 25.795km and a subgrade width of 6.5m, which is asphalt concrete pavement.

On November 20, 2019, the highway project from muben village to consolidated village of shangchayu town passed the acceptance.

On September 2, 2020, the passenger transport line from Chayu county to Chayu town was opened, filling the gap of shangchayu passenger transport.

Urban and rural development

The construction of small towns in shangchayu town continues to expand, taking the sports village as the well-off model village, and expanding the construction of well-off village.

In March 2017, shangchayu town was carrying out the construction project of flower arrangement relocation of EKU group in zeba village of Gula Township, with a total investment of 3.36 million yuan, involving 8 households and 56 people. The relocation sites are located in TIYU village, Jianguo village, geyong village and Migu village of shangchayu Town, with 2 households in each village. A total of 1060 square meters of main housing, 400 meters of entrance wall, 240 square meters of sun dam, 72 square meters of bathroom, 320 square meters of new kitchens and 8 livestock sheds were built.

On August 12, 2017, eight families and 53 relocated people moved to their new homes in Chayu town.

Water conservancy and hydropower

Eight village committees in shangchayu town are electrified, and the annual power generation capacity of Migu power station reaches 310000 kwh, which can meet the electricity demand of farmers and herdsmen for their production and living. The rural power grid transformation is progressing as scheduled.

Culture and education

In 2003, the education investment of shangchayu town reached 1.09 million yuan, including 600000 yuan invested by Guangdong perfect mayor company to build the teaching building of Central Primary School. Shangchayu town has two complete primary schools and one teaching site, with 403 students. The enrollment rate of school-age children is 90%, the consolidation rate is 90%, and the primary school opening rate is 100%.

In 2015, shangchayu Central Primary School was admitted to the Tibetan Class in the mainland. The enrollment rate of school-age children in shangchayu town was 100%, and the rate of "controlling dropout and guaranteeing schooling" in shangchayu town was 100%. To help poor college students complete their studies, 22 new college students were investigated and reported.

In December 2015, there were two teaching sites in shangchayu Town, with 306 students and 23 teachers, including 3 with bachelor's degree and 20 with college degree.

In March 2017, the kindergarten affiliated to shangchayu Central Primary School was officially opened.

Medical and health services

The medical conditions of shangchayu township health center were gradually improved, and the outpatient department and inpatient department were built in 2004. At present, there are 4 medical staff and 8 beds. By the end of 2004, 1483 people had participated in the cooperative medical service.

On August 14, 2017, the medical staff of shangchayu Town Health Center went to the homes of 8 relocated households in 4 administrative villages, i.e. TIYU village, geyong village, Migu village and consolidation village, to check the health of the masses, and to distribute drugs free of charge according to the illness of the relocated masses.

Culture and sports

On June 30, 2015, shangchayu town held an art performance of "Celebrating the founding of the party and welcoming July 1" in the town cultural square. There were 31 programs of various kinds, and more than 2000 local cadres and soldiers watched the performance.

On March 28, 2017, shangchayu town held a celebration of March 28 in the town Civil Affairs Square, singing and dancing to praise the melody of the motherland, socialism, the Communist Party and democratic reform. At the same time, we also held knowledge competition topics such as student column, policy column for benefiting the people, Party building column and work safety column. The total number of participants is more than 500. More than 2680 people in the administrative villages under the jurisdiction of the town carried out commemorative activities on March 28.

On June 24, 2017, shangchayu town launched the "four stresses and four loves" campaign into the military camp, and carried out the theme propaganda of "stressing unity and loving the motherland". Party members and cadres, officers and soldiers of the army and nearby people in shangchayu town participated in the activity, totaling more than 40 people. Party members and cadres held a friendly football match with the officers and soldiers of the army, which promoted the unity of the army and the people in shangchayu town.

From September 19 to 21, 2017, Chayu county carried out the activities of literature and art into the village. From Xiba village and Songlin village of shangchayu town
