Formerly known as the "laga district" built in 1960, it is subordinate to Xueka County, Linzhi district; in 1961, it was abolished and renamed as baiba District, Linzhi County, Lhasa city. In 1988, baiba township was established. In 1996, it covers an area of about 300 square kilometers and has a population of 2000. It has jurisdiction over 18 administrative villages, including lage, gengba, Zhongni, Zade, zamai, qiangga, Zhangba, lianbie, nianglu, shaga, baiba, zengba, zheba, segong, laga, zadui and duilong.
