1、 We should firmly grasp the first priority of development and implement the fundamental requirements of the important thought of "Three Represents". In carrying out the study and education activities of the important thought of "Three Represents" in rural areas, the Party committee of Yangwu Township organized a serious discussion on "how to do Yang Wu" and deeply realized that the important thought of "Three Represents" is not only a fundamental requirement, but also a very specific requirement in practical work. In order to achieve the goal that "cadres are often educated and the masses receive tangible benefits for a long time", we must not just talk about it, but implement it. In the face of the reality of poverty, the most fundamental thing is to firmly grasp the first priority of development, change the face of poverty and backwardness as soon as possible, enable cadres to get personal education and improvement in the concrete practice of getting rid of poverty and becoming rich, and enable farmers to get concrete benefits in increasing their income and improving their lives. Therefore, every year, the township party committee and government carry out serious research on the key points, measures, objectives and tasks of the township economic development, and carefully decompose and implement them. Through solid work and tangible results, organically combining the fundamental requirements of the important thought of "Three Represents" with the development and changes that can be seen and felt by the cadres and the masses, has become a powerful driving force to promote all kinds of work.

2、 We should make clear the development ideas that are in line with the actual situation, hold on to them and persist in achieving results. Yangwu township has 27700 mu of arable land, which is a traditional agricultural township mainly for grain planting. In the past, there were basically no characteristic industries and township enterprises. After years of efforts, after the problem of eating has been basically solved, the prominent problem that plagues the township party committee and government is how to increase farmers' income and township financial revenue. Due to its remote location, inconvenient transportation and lack of mineral resources, the countryside has to face the land. With the help of relevant parties, the township party committee and government, after careful analysis, decided to introduce technology and develop flue-cured tobacco planting according to the characteristics of soil and climate in Yangwu township. At the beginning, because the local farmers did not have the habit and knowledge of planting flue-cured tobacco, they were not willing to accept the call of the township party committee and government. Some farmers planted flue-cured tobacco and then pulled out other crops, so it was difficult to complete the planting task assigned by the higher authorities. In this regard, the township did not simply enforce the order, but adopted the method of supporting the positive farmers to carry out demonstration, so that other farmers gradually changed their original attitude and actively participated in the team of flue-cured tobacco growers. In 2002, 12000 mu of flue-cured tobacco was planted according to the plan, 28100 units were purchased by contract, and the per capita income of tobacco farmers was nearly 1000 yuan. The tax revenue was 2.495 million yuan, 40% of which was turned over to the District, and 1.49 million yuan was retained in the township. Now, Yangwu township has become a characteristic township of flue-cured tobacco planting in the implementation of "one Township, one special" of agricultural industrialization in the whole city. In view of the single agricultural structure of some mountain villages which are not suitable for tobacco planting, the township party committee and government put forward the specific ideas of raising cattle, horses and other large livestock in combination with the project of returning farmland to grassland. With the famous leading enterprise "niulaixiang" company signed a contract for the construction of beef cattle breeding base.

3、 We should change the style of work and improve the system around doing practical and good things for the farmers. The annual remuneration of village cadres who have completed the task well reaches 6000 yuan (500 yuan per month), which obviously mobilizes the work enthusiasm of grass-roots cadres and realizes the competition It is a good mechanism to strive for the post, eliminate the last position, and attract enterprising and capable people to serve as village cadres. There are 567 party members in Yangwu Township and 24 probationary party members, including 11 female comrades, adding fresh blood to the ranks of Party members. 5、 We must work hard and never suffer, and strive to take the initiative in development.
