Xining town is located in the north of Leibo County, Sichuan Province. 113 kilometers away from the county government. The highest altitude is 2532 meters at dabaoting, and the lowest is 750 meters at liuzhongtang. The town covers an area of 44 square kilometers and has a population of 11000. Yi (bin) Xi (Chang) highway runs through the whole territory. It has jurisdiction over 5 village committees, 24 villager groups and 3 neighborhood committees in Tongmuxi, Lijiaping, tuan'erbao, Shichangwan and shashaping.

On June 12, 2020, Sichuan Provincial People's Government approved Liangshan Prefecture to adjust the administrative divisions of some towns and townships in Yanyuan County and other five counties (cfzm [2020] No. 7): Shatuo Township and luoshanxi Township were abolished, the administrative areas of former Shatuo Township and former luoshanxi Township were put under the jurisdiction of Xining Town, and the people's Government of Xining town was stationed at 289 Tongcheng Road, Xining community.

Evolution of organizational system

Xining is in the embrace of mountains, and Xining river runs through it. According to the county annals, it was called Xilin more than 200 years ago, because it was originally under the jurisdiction of Pingshan County and located in the west of the county, with dense bamboo and wood forest, so it is called Xilin. Later, people changed the word "Lin" to "Ning" in Xilin, hence the name of Xining.

The terrain of the town is complex, with high mountains, two half mountains and river dams. Xining River and Yixi highway run through the whole territory, covering a large area of forest. Its climate is characterized by warm climate, high humidity, more rain, less sunshine and more clouds. According to the data of Chachang meteorological station, the annual average temperature is 14.7 ℃, the sunshine is 919 hours, the precipitation is 1427mm, and the frost free period is 320 days. The natural conditions are good, suitable for the growth of a variety of crops.

Since 1976, seven village committee tea farms have been set up, with 720 mu of newly planted new tea gardens and more than 200 mu of sporadic tea gardens. Due to the presence of Leimaping tea farm, Leibo Forestry Bureau and other provincial and state-owned units, the town has seven village (neighborhood) committees and 23 bus groups.

Township (town) enterprises have tea, cement, salted bamboo processing plants.

There are rare animals, giant panda and other protected animals, rich in Phoebe, red sandalwood, camphor, tear millet, bamboo. It produces camphor oil. Specialty tea, fine scale fish. Broken black tea is sold abroad.

Rare medicinal materials include Gastrodia elata, Coptis chinensis, Zhuqi, Phellodendron amurense, etc.
