Heguluo township is located 7 kilometers south of Meigu county. It crosses huangmaogeng in the East, borders Changhe and Lami Township in Leibo County in the south, wagu Township in the south, BAPU town and farming Township in the west, and jingyetexi Township in the north. The township has a total area of 151.96 square kilometers.

The township government is located in sijibagu, 2500 meters above sea level, with rural roads connecting the county. The terrain of the township is high in the East and low in the West. It is close to the main peak of huangmaogeng in the East, shuenomuchihe, with an altitude of 3961.8 meters; the lowest altitude in the west is 2400 meters. The territory has a cold climate, and the frost free period is only about 150 days. It has jurisdiction over 8 villages, 38 groups, 849 households and 3868 people, including 3858 Yi people, including luojue, Qise, heguluo, caiga, waqutuo, Siji, Mahong and Shaluo. The population density is 25.45 per square kilometer. In January 1956, heguluo township was established and stationed in heguluo village. It has jurisdiction over four villages, namely Guluo, waqutuo, Siji and Shaluo. At the same time, it has established houzu Township, which is located in sijibagu. It governs four villages: luojue, Qise, caiga and Mahong. In October 1958, houzu township was merged into heguluo township. The village committee was set up and stationed in sjibagu. In April 1968, the Township Reform Committee was established. In March 1974, Guluo commune was established, and the Township Reform Committee was changed into the commune reform committee. In July 1981, the commune reform committee was changed to the management committee. In July 1984, the establishment of township government was restored. In 1990, the total agricultural output value of the township was 776400 yuan (333000 yuan for agriculture, 83000 yuan for forestry, 226400 yuan for animal husbandry, 134000 yuan for sideline and fishery); the area of cultivated land was 6966 mu, and the total grain output was 917000 kg. It mainly produces potato, adopted son and corn. There are 1022 yellow cattle, 11 Buffalo, 73 horses, 3197 pigs, 966 goats and 3461 sheep. There are 1 commercial purchasing and marketing group and 1 Bank Credit Union in the township, 6 rural primary schools with 243 students, 1 township health center and 1 medical staff.
