Minsheng Township
Minsheng township is located in the northwest of the city center, 36.5km away from the city center, covering an area of 182 square kilometers, with a total population of 12587 (2017). It is a high mountain and the second half mountain area where the Yi people live together. The Yi people account for more than 95% of the total population, and there are a small number of Han and Tibetan people. It is the largest Yi people living together in Xichang City.
Minsheng was originally named Jiusheng palace. Jiusheng palace is famous for its long history. It is said that Jiusheng palace was built more than 200 years ago. For more than 100 years, incense has been booming and pilgrims have been constantly visiting. Up to now, the main hall of Jiusheng palace is still intact, majestic and exquisite in construction technology. After more than 200 years of wind and rain erosion, it is still very stable and has high artistic value, tourism and archaeological value.
In December 2019, the people's Government of Sichuan Province agreed to abolish Minsheng Township and establish langhuan town. The former langhuan Township and the administrative region of the former Minsheng township are the administrative regions of langhuan town. The people's Government of langhuan town is located at No. 1, LiLang road.

Basic information
Minsheng Township belongs to the subtropical plateau monsoon climate, which has the characteristics of sufficient sunshine, mild climate, small annual temperature difference, large daily temperature difference, abundant heat, long frost free period, abundant rainfall, distinct dry and wet seasons, vertical distribution of climate resources, diverse and complex types, and rapid climate change. Minsheng township is rich in mineral resources, hydropower resources and tourism resources. The area is rich in metal deposits, such as iron, copper, zinc, gold, silver, nickel, quartz and so on. At present, there are two quartz mines in mining, with good quality and large reserves. In addition, there are also abundant granite and marble, which not only have large reserves, but also have good texture. They are high-grade building raw materials and have a good development prospect. There are abundant hydropower resources. At present, two micro power stations have been put into operation, with an installed capacity of nearly 3500 kW. According to the preliminary survey by the water resources and hydropower Department, there are at least three to five hydropower stations in Minsheng township that can be developed again.
economic development
The GDP is 9.15 million yuan. 6.16 million yuan more than in 2006. The per capita net income of farmers reached 3300 yuan, an increase of 847 yuan over 2006, and the total grain output reached 5430 tons. In 2008, there were 1316 cattle, 17764 pigs, 90713 chickens, 15959 sheep, 5057 cattle, 696 horses, 12113 pigs, 25126 sheep and 16577 chickens. The main economic crops are flue-cured tobacco, sericulture and a small amount of ecological economic forest and dry fruit. In 2008, 350.6 mu of mulberry was planted in Ganya village and 32 mu in Xiwa village, a total of 382.6 mu; in 2007, 379 dans of cocoons were produced in the township, with an output value of more than 330000 yuan; in 2008, affected by the market, the cocoon production and output value decreased, with 358 dans of cocoons produced in the township, with an output value of more than 270000 yuan. In 2008, more than 4179 mu of flue-cured tobacco was planted in the township, producing 1.16 million jin of dry tobacco. Over the years, Minsheng township has implemented a total of 12909.8 mu of conversion of farmland to forest, and the annual subsidy from the state to farmers for this item alone has reached more than 3.35 million yuan.

Changliang village, Baishui village and Mapeng Matang village have been basically completed. The total length of the road is 13.8 km, with a total investment of 1.38 million yuan. The total investment of Baishui new village construction project is 500000 yuan, which has been basically completed.
