Xingfeng belongs to Jibei County in Liao Dynasty, Xijin County later, Daxing County in Jin Dynasty. During the period of the Republic of China, it belonged to Daxing County of Jingzhao. From 1928 to 1937, it was the third special district of Hebei Province, and then the fifth special district of Hebei Province. In August 1949, it belongs to Tongxian County, Hebei Province. In 1958, it belonged to Beijing. In June 1996, a resident office of Huangcun village was set up in Daxing County. In May 2001, Daxing County was changed into a district, and Huangcun resident office was changed into Xingfeng street. Xingfeng belongs to Jibei County in Liao Dynasty, Xijin County later, Daxing County in Jin Dynasty. During the period of the Republic of China, it belonged to Daxing County of Jingzhao.
