The sea blocking project of he'an fishing port was started in 1958 and completed in March 1961. Jinhe Township organized the local small townships and five small townships, including he'an, Houhu, Shuitou and Yuntou (at that time, these five townships were under the jurisdiction of the township), to block the project, and a levee crossed Shuitou from he'an to intercept the bay.
