Xinzhou District of Wuhan City governs the streets. The area is 85.39km2. The population is 42350 (at the end of 2011). It has jurisdiction over one community and 32 administrative villages. The town government is located in Xugu community.

In July 1951, the third district of Xinzhou county (Xugu) was established, which governs Xugu and Xinji towns and fengchengzhai, xieyuanci, Shahe, Taohua, fujiashan, meiyuge, shiziao, liuer, Zhouyan, Guanzhong, hujiafan, zhoutiehe, Daoguanhe, Xuyi, Yuewang, yujialaowu and other 16 townships. In January 1956, the third district (Xugu) and the fourth district (pantang) were merged to establish Xugu district; in July 1956, Xugu district was abolished and two guidance groups, Xugu and pantang, were set up; Xugu Guidance Group governed five townships, including Xugu, Liuhe, Liuhe, Taohua and greening. In May 1957, the pantang guidance group was abolished, and Qingshan, Taoyuan, Lidian and pantang townships were included in the Xugu guidance group. It was changed into Xugu commune in 1958. In June 1961, it was changed into Xugu District, with 10 communes including Xugu, Liuhe, Taohua, Shahe, Lvlin, pantang, Qingshan, Taoyuan, Lidian and Liuhe.

In March 1975, the district was withdrawn and merged with the commune. Xugu district was abolished and Xugu commune and pantang commune were established. In 1984, it was changed into Xugu District, under the jurisdiction of township. In 1986, Xugu Town, Liuhe and Taohua were merged into Xugu town. In 1996, it covers an area of 85.2 square kilometers and has a population of 42000. It has jurisdiction over chengxingzhai, zhouwan, taohuazhai, leitaoshu, biandanshan, sunjiazui, taohuagang, kechangwan, Shahe, hujiafan, Longyan, zhoutiehe, dawuchong, Liuhe, pipanao, Jiangjunshan, changgangshan, Magang, Wangang, Zhangwan, Zhouyan, Maogang, Liuren, wubojiao, Xugu, caoxingzhai, Xieyuan, Dagang Hewan, Xiedian, Xuyi, Zhoushan and Fushan are 32 administrative villages.

In 2004, the town government was stationed in Xugu, with a population of 42029 and an area of 85.17 square kilometers. It has jurisdiction over chengxingzhai, zhouwan, taohuazhai, leitaoshu, biandanshan, sunjiazui, taohuagang, kechangwan, Shahe, hujiafan, Longgang, zhoutiehe, Dawu, Liuhe, pipanao, Jiangjunshan, changgangshan, Magang, Wangang, Zhangwan, Zhouyan, Maogang, liuer, wuboyao, Xugu and caoxing Zhai, Xieyuan, Dahewan, Xiedian, Xuyi, Zhoushan and Fushan are 32 administrative villages. In 2015, Xugu town was abolished and Xugu street was established.
