In January 1951, on the basis of the Yellow River flood rehabilitation Bureau, the Yellow River flood farm was formally established. Reasons for establishment

In June 1938, after occupying Kaifeng, an important town in Eastern Henan Province, the Japanese invaders marched westward and threatened Zhengzhou and Wuchang. Under the pretext of stopping the Japanese army, the Nationalist government used water instead of soldiers to brazenly blow up the Yellow River Dike at Huayuankou in Zhengzhou. The vast plain became a land of glory. 893000 people died in 44 counties of Henan, Anhui and Jiangsu provinces, and 12 million people were displaced. By 1946, the Yellow River had been flooded for eight years. During the past eight years, the land of Eastern Henan suffered from famine year after year, which caused the "yellow flood area" with 54 000 square kilometers of barren sand. "There is no smoke in a hundred miles, only the yellow sand pours on the empty city, the grass without path, the fox and rabbit run, and the reed and Toad sing in Zeguo". This is the true portrayal of the Yellow flood area after the disaster.

Since the founding of the people's Republic of China in 1949, the party and the government have attached great importance to the rejuvenation of the Yellow River flooded area. In February 1950, the CPC Central Committee established the Yellow River flood area rejuvenation Committee. On March 21 of the same year, the Yellow River flood area rejuvenation Bureau was set up in Kaifeng, the capital of Henan Province. Wu Zhipu, chairman of the people's Government of Henan Province, was concurrently the director, and Zhao Yiming and Lu Yanling were deputy directors. The state allocated special funds to start a large-scale war on the wilderness, build homes, and benefit future generations.

Therefore, under the care of the central government and Henan provincial government, after a short period of preparation, in January 1951, on the basis of the Yellow River flood area rehabilitation Bureau, the Yellow River flood area farm was formally established.
