Mengzhai town is located 10 kilometers north of Wuyang County, Luohe City, Henan Province. It is adjacent to Wenfeng Township in the south, Macun Township in the north, Jiangdian Township in the East and Ye County in the West. The total area of the town is 62.32 square kilometers. The town has 34 administrative villages, 62 natural villages and 246 villager groups, with a total population of 40071 (2017). In 2005, the total output value of industry and agriculture was 250 million yuan, and the per capita net income was 2047 yuan. The total grain output is 19 400 tons.

Mengzhai commune was established in 1958 and changed to township in 1984. Xiali village governs three villager groups, 275 households, 984 people, 38 party members, 5 village two committee cadres, 1450 mu of cultivated land, 700 mu of forest and fruit planting area of leading industry, and 1900 yuan of per capita net income in 2005. Relying on the technology of Biotechnology Research Institute, the project introduces domestic advanced food and beverage production line, uses local pure natural and pollution-free raw materials, and uses biological high-tech means to produce all kinds of food and beverage. The total investment of the project is planned to be 10 million yuan. Since the signing of the contract in September, a total of 1.5 million yuan has been invested in the construction of 1000 square meters of plant.
