Luoxi sub district office is located in the west of Luozhuang District, at the junction of Lanshan, Luozhuang and Cangshan counties, with a total area of 80.1 square kilometers, including 46000 mu of cultivated land. It has jurisdiction over 30 administrative villages with a total population of 48787 (2010). The main roads are Beijing Shanghai Expressway, new 206 National Road, Yihe Road, Hubei Road, Erhuang Road, Huangguan Road, Huawu road and Gongye road.

Zhulong district was established in 1955, changed to commune in 1969, changed to censhi commune in 1981, and changed to Lingshi Township in 1984. In 1995, it covers an area of 80.3 square kilometers and has a population of 56000. Linyi high tech Zone Linyi national high tech Industrial Development Zone is located in the southwest of Linyi City, adjacent to Luozhuang District in the East, Feixian County and Cangshan County in the west, Luozhuang District in the south, zhubao Town, Yitang town and Feixian County in Lanshan District in the north, 9 km away from the center of Linyi City, 6 km away from the railway station and 15 km away from the airport.
