The evolution of the organizational system of Xinwen is mostly accompanied by the changes of Xintai (county) city. Xinwen city was established in November 1959. In June 1965, the city was changed into a county. In October 1982, it returned to the city. In October 1983, Xintai county and Xinwen City merged to form Xintai City. In April 1984, Xinwen Office of Xintai City was set up as an agency of the municipal government, with jurisdiction over Dongdu, Xiaoxie and Suncun.
