In the third year of huanwang (717 BC) of the Eastern Zhou Dynasty, Changyi county was established, and Liutuan town is now Changyi county.
Before the Qing Dynasty, Liutuan was the hometown of Juxin.
In 1928, Liutuan was the third district.
In 1946, it was renamed Liutuan district. Dongfeng people's commune was established in September 1958 and renamed Liutuan people's commune in December of the same year.
