Haibin Town, belonging to Beidaihe District, Qinhuangdao City, Hebei Province, is located in the middle of Beidaihe District, 20 kilometers away from Qinhuangdao city. It is adjacent to Bohai Sea in the East and south, Daihe town in the west, Funing district across Daihe River in the south, and Funing District in the north. The total administrative area is 9.17 square kilometers. By the end of 2018, the number of registered residence in the town was 13930.

In 1956, Haibin township was established. In 1958, it belonged to Haibin commune. In 1984, Haibin township was restored. In 1996, the township was withdrawn and replaced by Haibin town. On November 20, 2020, Haibin town was selected into the sixth national list of civilized villages and towns. As of June 2020, Haibin town has jurisdiction over six administrative villages. The town people's government is stationed at 296 Lianfeng road.

In 2011, Haibin town achieved a GDP of 538.01 million yuan and a tax of 1.45 million yuan.

There are Daihe River and Xinhe River in Haibin town. Daihe river flows into Bohai Sea through daihekou, southwest of hedongzhai village, with a total length of 35 km. The total area of the basin is 290 square kilometers, with a total length of 13 kilometers. Xinhe river originates from the east foot of Qiyun temple in Funing District, flows through gangezhuang and Caigezhuang, and enters the sea from the north of chitushan village in Haibin town. It has a total length of 15 kilometers and a total length of 14 kilometers.
