"The Yongjia sand field lies on the sea to the East, but the earth can't make a dike." In the Jiajing period of the Ming Dynasty, Japanese pirates were frequently attacked on the sea. Because the city was located in the sand on the coast, it was named "Shacheng". In 1949, it belonged to Lianjia township. Located in the southeast of Ouhai District. In 1997, it covered an area of 21.7 square kilometers.
