The export processing zone was approved by the State Council on March 22, passed the pre acceptance on June 27, and passed the joint acceptance of nine national ministries and commissions on July 11. The plant has been completed, and the 23 storey R & D building has been capped. In March 2007, the higher education park was included in the Development Zone, with an investment of 320 million yuan in infrastructure. Four roads were built, and Beijing Normal University was successfully introduced to establish Huai'an University. The overall planning of the new salt chemical industry zone has been completed, and the infrastructure such as port, thermal power and sewage treatment plant has been promoted in an orderly manner. At present, there are a number of functional zones with their own characteristics in the Development Zone, such as national export processing zone, Huai'an Higher Education Park, salt chemical industry concentration zone, National Overseas Students Pioneer Park, logistics park, customs clearance point, Taiwan Industrial Park, Huai'an Software Park, etc. It has attracted businessmen from more than 20 countries and regions, such as the United States, Japan, South Korea, Belgium, Hong Kong and Taiwan, to invest and develop in the zone, accumulating more than 2000 enterprises and more than 200 foreign-funded enterprises. A number of large-scale enterprises have been established, such as Hong Kong and Taiwan enterprises represented by Foxconn, Japanese and Korean enterprises represented by Hantai tire, European and American small and medium-sized enterprises represented by ante automobile, and private enterprises represented by Midea welling motor.

Especially in recent years, it has made a major breakthrough in attracting investment from the world's top 500 companies. In 2006, it successfully introduced the Foxconn Huai'an science and technology city project with a total investment of 2.2 billion US dollars from Taiwan's Hon Hai group. At present, the capital increase of nearly 100 million US dollars for each of the three enterprises in the second phase has been approved, with a construction area of 900000 square meters. The construction of the second phase is in full swing and is about to be completed and put into operation, and the third phase is being submitted for approval. Following the successful introduction of Foxconn Huai'an science and technology city project, we have also successfully introduced Taiwan Mingji group's Dafang electronics project with a total investment of US $500 million, Taiwan's largest household appliance manufacturer Datong electronics has invested in the construction of lithium battery project, and Taiwan Glass South China Glass Co., Ltd. has invested US $1.5 billion in soda ash and related products project with a phase I registered capital of US $450 million.
