Evolution of organizational system
"Sayback" means "garden on the Gobi desert" in Uighur. According to the records of Xinjiang atlas and other books, in the 12th year of Guangxu reign of Qing Dynasty, Dihua Prefecture was changed into a prefecture and Dihua county was added.
Dihua city was restored in 1944, with five districts under its jurisdiction, and shayibak district was the fourth.
After the peaceful liberation of Xinjiang in 1949, the Municipal People's government was established, with jurisdiction over seven districts. Shayibak district is the Sixth District.
In 1956, the seven districts were merged into three urban districts (District 1, 2 and 3), and sayback district was the third district.
In 1957, the third district was renamed shaibak district.
In 1969, it was changed into the Revolutionary Committee of shaibak district.
In 1980, it was renamed the people's Government of shayibak district at the first session of the Eighth People's Congress of shayibak district.
