The reconstruction and upgrading project is a major livelihood project implemented by the municipal Party committee and the municipal government to speed up the reconstruction of the old city of Mingshui, further improve the urban functions and facilitate the citizens' leisure and entertainment. The project aims to build "Zhongle Taoyuan", with a total investment of 35 million yuan. The planning spatial layout is "one line, one ring and one belt". "One line" refers to the main landscape axis from the north gate of the park to the commanding height of the mountain top to the southeast gate; "one ring" refers to the main traffic loop connecting the scenic spots in the park, "one belt" refers to the water system landscape belt in the East.
