Xiaobudong river blocking rubber dam is located in the urban section of Yihe River, Linyi City, Shandong Province. It is constructed and managed by Linyi Water Conservancy Bureau. It is one of the 15 projects in the fourth Guinness world record. It is the longest rubber dam in the world.

The project was started in January 1996 and completed in January 1997. The total length of the project is 1247.4 meters, and the total length of the rubber dam is 1135 meters, which is composed of 16 sections with each section of 70 meters. The maximum water storage capacity of the barrage is 28.3 million cubic meters, and the backwater length is 10.8 kilometers. The rubber dam water control project not only plays the role of water conservancy project, but also impounds 16000 mu of landscape water surface Yimeng lake, becoming a famous Water Conservancy Scenic Spot in China.

Xiaobudong rubber dam is one of the important projects of Linyi dashuicheng construction. In September 2001, it was rated as one of the first batch of 18 National Water Conservancy Scenic Spots by the Ministry of water resources. In 2016, Xiaobudong rubber dam was selected as one of the "ten most beautiful water projects" by the Ministry of water resources.

Hosted by the Guinness World Records (China) application center, the fourth Guinness World Records China certification ceremony was solemnly held at the China Century Monument in Beijing. The Xiaobudong rubber dam in Linyi, Shandong Province, is one of the 15 items in the fourth Guinness world record, and is the longest rubber dam in the world.
