The western expedition conference site monument is located in TANGCHIGOU scenic spot, caohezhang Town, Benxi Manchu Autonomous County. In May 1936, Yang Jingyu, the first military commander and political commissar of the Northeast People's revolutionary army, presided over a meeting of leading cadres of the military headquarters and the first division, and decided that the first division should carry out the heroic feat of the western expedition. In May 1985, the county government decided that it should be built by 14 units including the Party History Office of the county Party committee, the county Party committee of the Communist Youth League and the County Civil Affairs Bureau. The foundation was laid in July of the same year, and the main project was completed in November 1986, covering an area of 4000 square meters. It is a provincial cultural relics protection unit.

In the middle of May 1936, General Yang Jingyu led the first army headquarters and the first division troops to TANGCHIGOU in caohezhang mountain area of Benxi Manchu Autonomous County after annihilating Shao Benliang's headquarters. They gathered cadres above division level to sit around a huge rock beside the hot spring to hold a military meeting. The meeting analyzed the situation of the Anti Japanese struggle and decided that the main force of the first division should advance westward to get through with Guannei. Yang Jingyu made arrangements for the specific actions of the western expedition, and song Tieyan, director of the Political Department of the PLA, led the western expedition with illness. The first division headquarters, the security company, the youth camp and the third regiment participated in the western expedition, with a total of more than 300 soldiers.

On June 28, 1936, the western expedition troops of the first division started from Pushihe (now Fengcheng county) in Benxi county, passed through LIANSHANGUAN, Xiamatang, yueanfeng railway, entered Liaoyang County, and then passed Xiuyan County. On the way, he fought with the enemy in Guntu ridge, nanmayu, wenjiabaozi and other places. During this period, song Tieyan was tired from marching, had a poor diet, and became seriously ill with lung disease. He was escorted back to the monk hat base in Benxi county by a platoon from the youth camp. In the face of the dangerous situation, the army had to give up the western expedition plan and withdraw to the base area of Benxi county in three ways. Although the first western expedition did not achieve the expected goal, it expanded the political influence of the Anti Japanese Federation, trained its cadres and soldiers, enhanced its combat effectiveness, and strongly inspired the Anti Japanese enthusiasm of the people in Northeast China, and wrote a glorious page in the history of the struggle of the Anti Japanese Federation in Northeast China.

The monument is surrounded by Bijia mountain in the north and Tanghe River in the south. It is composed of main steles, sub steles and sign steles of different sizes, shapes and styles. It is magnificent, magnificent, quiet and solemn. The main monument stands on a two-fold platform dug by hand on the hillside of Bijia mountain about 20 meters high from the river bank. There are stone columns made of granite around, which are connected with iron locks and steel pipes to form guardrails. The base of the main stele is divided into two parts, with a total height of 4 meters; the base is 3.5 meters, which starts from a 50 square meter artificial masonry platform; the height of the stele is 3 meters, the height of the forehead is 1 meter, and the total height of the main stele is 8 meters. On the front of the stele is engraved with nine Lixing characters of "the site of the first western expedition conference"; on the back is engraved with four characters of "eternal history". About 5 meters away from the back of the main monument, a 3.6-meter-high, 3-meter-wide and 1.5-meter-high "victory song of the western expedition" sub monument is built according to the mountain stones. The vice stele is decorated with bluestone, on which is engraved the victory song of the western expedition written by Yang Jingyu, commander in chief of the first route army of the Anti Japanese Federation, and composed by Han Renhe, Secretary General of the first route army.
