Liuao ancient city is located at the end of liuao Peninsula in Zhangpu County, on the green hillside of the west side of liuao town. The mountain rises from the beach, connects with the mainland on the back, faces the sea, faces Futou Bay and jiuzhengang on the side, and is extremely spacious all around. Liuao ancient city was built in the Yuan Dynasty. The walls of liuao city are all built with long stones. The walls are 2-3 meters thick. Liu'ao belonged to han'enli in Anren Township in Song Dynasty. In Yuan Dynasty, Qingshan inspection department was set up. Ming Dynasty belongs to the fifteen capitals.

In the 21st year of Hongwu (1388), there was a garrison station of lu'ao, belonging to the military establishment and subordinate to zhenhaiwei. Linhai jiansuo city is surrounded by Qingshan mountain, which looks like "juao Zaiyue", named lu'ao city. From then on, Qingshan was renamed lu'ao mountain.

The population of lu'ao garrison belonged to military status, which played an important role in resisting the invasion of Japanese pirates in the early Ming Dynasty.

During the reign of Jiajing, the garrison was lax and the Japanese pirates drove straight into the mainland.

In the last years of Jiajing, after Qi Jiguang and Yu Dayou came to Fujian from Zhejiang Province to suppress the Japanese pirates, Qi Jiguang moved away and left a part of the army stationed in Fujian coastal defense. One of the battalions was stationed outside the city of lu'ao, which was called "Zhejiang barracks" and once exchanged with Tongshan local barracks.

In the Qing Dynasty, the military status was abolished and the Baojia system was implemented. In the Shunzhi period of the early Qing Dynasty, luao and Longao were set up.

In the first year of Kangxi (1662), the villagers moved to Taiwan. In the 18th year of Kangxi's reign, many villagers did not return to live in lu'ao, and the population decreased greatly.

In the 39th year of the reign of Emperor Kangxi, Baojia was reorganized, and lu'ao and Long'ao were reorganized into the first one. After that, many people from the old town and Shentu area moved to settle in lu'ao, and the population of the peninsula gradually increased.

In the early years of the Republic of China, the "Li Lin" system was implemented, and the whole peninsula was designated as liuaoli (lu'ao was abbreviated as "liu'ao" at that time). At first, it was under the jurisdiction of the Eastern District, and then it was divided into the first district (the District Office was located in the old town).

In 1940, liuao township was set up, under which there were seven guarantees: Ying, Chengjiang, Aoxi, Aodong, DAAO, Longnan and Longbei.

In the 33rd year of the Republic of China, Longnan and Longbei became longmeibao, and DAAO was changed to dunaobao.

In the early days of new China, liuao belonged to the fourth district (old town). In 1952, it was changed to the ninth district (Shentu District), which was divided into four townships: AOZHONG, Xialiao, dingdaao and Longmei.

After agricultural cooperation, it was merged into liuao Township in March 1958. In September 1958, it was changed into Shentu commune, with liuao management area and five production teams in charge of AOZHONG, Xialiao, Shanmen, DAAO and Xincuo.

Liuao commune was established in July 1961, which has jurisdiction over eight brigades, namely Longmei, Xincuo, DAAO, Shanmen, Dongmen, AOZHONG, Xialiao and Xiaying.

In September 1984, the government and enterprises were separated and changed into liuao Township, which governs nine administrative villages, namely Aodong, Aoxi, Longmei, Xincuo, DAAO, Shanmen, Dongmen, Xialiao and Yingli. In 1991, Yingli was divided into Dianxia and Yingli administrative villages, and liuao Township had jurisdiction over 10 administrative villages.

In February 1992, liuao township was changed into liuao town. Now the total population of the town is more than 24000.
