Hutuo River Water Conservancy Scenic Spot is a key project of Yuanping municipal Party committee and municipal government to speed up the implementation of "4965" project, show "mountain" and "water", expand the city and build a harmonious and livable home. With a total investment of 520 million yuan, the project was started in April 2011. The project is located in the downstream of Yuanping Hongqi bridge, with a total area of 2 square kilometers in the first phase. It is composed of three parts: a 400 meter wide river course project, a 600000 square meter wetland garden and a 5-kilometer long two-way six lane Riverside Avenue. The implementation of the project always adheres to the concept of "people-oriented" and "harmony between man and nature", and focuses on the organic combination of ecological restoration, landscape greening and municipal construction, so as to realize the harmonious coexistence of man and nature.

After a year and a half of construction, a pattern of taking water as the soul, taking green as the body, two bridges flying, three rivers connecting, four roads connecting and 18 scenic spots scattered all over has been initially formed. On the east bank, the "Hutuo emerald River" is characterized by its elegant appearance, the "Hutuo reflecting Tianya" complements each other, the "Changdi pillow spring" is fresh and pleasant, and the "tuoshui Yiyi" is affectionate, which fully shows the beautiful and graceful mother river in all directions; on the West bank, the "view of rivers and mountains" is magnificent, the "Hutuo square" is broad-minded, and the "sailing" is chopping waves, The vigorous development of "Yuyue Chunchi" and "Tonghui Sihai" fully demonstrate the vigorous beauty of Yuanping people, who advocate literature and martial arts, are bold and ambitious; the elegant charm of "impression Hutuo" in the central part, the vigorous posture of "Xianglong Xizhu", "Yuanyang island" and "chenglongtai" indicate a long history, beautiful mountains and humanities Yuanping will have a more brilliant tomorrow.

The 800000 square meter lake is full of double dragons playing in the water, fish and waves, and the island is full of willows, birds and flowers. As the night falls, the bright moon is in the sky, and the different styles of lighting and the four roads and eight light belts on both sides of the Strait complement each other, which reproduces the beautiful scenery of "clear waves with moon shadows, waves with sand" in late crossing Hutuo by Lu Zhaolin, a poet of the Tang Dynasty.
