The site of Tainan Social Education Hall was originally built by Wu Shangxin, a local gentry during the reign of Emperor Daoguang of the Qing Dynasty. There are pavilions, rockeries, ponds and other facilities in it, especially the view of Feilai peak. During the Japanese rule period, it was built as Tainan mansion, later known as Tainan hall, which was an important meeting space for citizens at that time. After World War II, it was changed into Zhongshan Hall, and then in 1955 it was changed into a provincial social and educational hall, which was repaired. Today, part of the garden remains.
