Qiqihar teachers college was founded in 1906 (the 32nd year of Guangxu of Qing Dynasty) as a rapid normal class in the provincial capital of Qiqihar. In 1908 (the 34th year of the reign of Emperor Guangxu), a two-level normal school was established. In 1914 (the third year of the Republic of China), it was renamed "Heilongjiang provincial first normal school". It was one of the earliest secondary normal schools in China. In 2003, with the approval of the Ministry of education, the former Qiqihar normal school, preschool normal school, College of education and Keshan teachers college were merged to form Qiqihar teachers college.
