Geng Shuang talks about the withdrawal of foreign troops from Afghanistan: withdrawal is not the end of responsibility, but the beginning of reflection and correction

On August 30 local time, the UN Security Council adopted the draft resolution on Afghanistan by 13 votes in favour, 0 against and 2 abstentions, with China and Russia abstaining. In his explanatory statement after the vote, Geng Shuang, Deputy Permanent Representative of China to the United Nations, pointed out that the recent chaos in Afghanistan is directly related to the hasty and disorderly withdrawal of foreign forces. I hope the countries concerned can realize that withdrawal is not the end of responsibility, but the beginning of reflection and correction.

Geng Shuang said that relevant countries should learn lessons, earnestly respect the sovereignty, independence and territorial integrity of Afghanistan, earnestly respect the right of the Afghan people to independently determine their own future and destiny, effectively change the wrong practice of imposing their own model on others, and effectively change the hegemonic act of frequent suppression and even the use of force. The countries concerned should be responsible for their actions over the past 20 years and honor their commitments to the peaceful reconstruction of Afghanistan. They should not impose unilateral sanctions while claiming to be concerned about the well-being of the Afghan people; We cannot seize and freeze Afghanistan's overseas assets while claiming to support Afghanistan's accelerated economic and social development; Let alone leave Afghanistan after a huge disaster, but shift the responsibility to Afghanistan's neighbors and the Security Council. The actions of foreign forces in Afghanistan over the past 20 years, including the criminal responsibility of the U.S. and Australian forces for indiscriminately killing civilians, must not be written off, and must continue to be investigated. The recent retaliatory attack on the "Islamic state" by the United States has caused casualties among innocent civilians. We call on the United States not to indiscriminately bomb civilian gathering areas in Afghanistan.

Geng Shuang stressed that China has always attached importance to the fight against terrorism in Afghanistan and strongly condemned the recent terrorist attacks in Kabul. The attack once again proved that the war in Afghanistan did not achieve the goal of eliminating terrorist forces in Afghanistan. The hasty withdrawal of foreign troops is likely to provide an opportunity for all kinds of terrorist organizations in Afghanistan to make a comeback. We hope that the security of Kabul airport can be guaranteed, the evacuation of relevant personnel can be carried out smoothly and smoothly, and all parties concerned can strengthen coordination and jointly prevent new terrorist attacks. Afghanistan must not become the birthplace of terrorism and the distribution center of terrorists again. This is the bottom line that any political solution in Afghanistan must adhere to in the future. It is hoped that the Taliban will earnestly fulfill their commitments and completely cut off ties with all terrorist organizations. In accordance with international law and Security Council resolutions, all countries should resolutely crack down on international terrorist forces such as the Islamic state, Al Qaida and the East Islamic movement, and resolutely prevent them from gathering and causing chaos in Afghanistan. There must be no double standards or selective approaches to counter-terrorism.
