Gao Shangquan, former vice director of the State Commission for system reform and former president of the China Economic System Reform Research Association, died of illness at Peking Union Medical College Hospital at 3 p.m. on June 27, 2021 at the age of 92.

Gao Shangquan was born in 1929. He has been the deputy director of the National Commission for structural reform since May 1985. Later, he served as the president of China Economic System Reform Research Association, the president of China (Hainan) reform and Development Research Institute, and senior consultant of the world bank. He has participated in the drafting of documents of six important central conferences, including the Third Plenary Session of the 12th CPC Central Committee in 1984, the Third Plenary Session of the 14th CPC Central Committee in 1993, and the Third Plenary Session of the 16th CPC Central Committee in 2003. His suggestions on a series of reforms such as "enterprise autonomy", "commodity economy" and "labor market" have promoted the development of China's reform and opening-up cause and reform theory.
