The Hong Kong Special Administrative Region Government issued a press release to announce the appointment and removal of key officials

The chief executive, Mrs Carrie Lam, announced today (25) that the Central People's government, in accordance with Article 48 (5) of the basic law, has appointed Li Jiachao as Chief Secretary for administration, Deng Bingqiang as Secretary for security and Xiao Zeyi as Commissioner of police, and removed Zhang Jianzong from the post of Chief Secretary for administration, Li Jiachao's post as Secretary for security and Deng Bingqiang's post as Commissioner of police.

"I would like to express my heartfelt thanks to Zhang Jianzong for his valuable contribution and wish him a happy life after he leaves office," she said

As for the appointments of Li Jiachao, Deng Bingqiang and Xiao Zeyi, Mrs Lam said, "they have served in the government for many years with outstanding performance and leadership skills. I firmly believe that they can be competent for their new jobs and serve the society of Hong Kong in the spirit of meeting difficulties."

Biographies of Zhang Jianzong, Li Jiachao, Deng Bingqiang and Xiao Zeyi are as follows:

Zhang Jianzong

Zhang Jianzong is 70 years old. He has been the Chief Secretary for administration since January 2017.

Mr. Cheung joined the government in July 1972 as an information officer. He was transferred to the administrative rank in September 1979 and was promoted to administrative officer grade a I in September 2004. He has served in a number of bureaux and departments, including the former finance branch, the former home affairs department, the former home affairs department, the former governor's office, the former industry department, the former trade department, the former financial secretary's office, the judiciary and the central policy unit. He became the director of labour in January 1999, the director of education in June 2000 and the Permanent Secretary for economic development and labour in July 2002. He served as Secretary for labour and welfare from July 2007 to January 2017.

Li Jiachao

Li Jiachao is 63 years old. He has been Secretary for security since July 2017.

Li joined the Hong Kong Police Force in 1977 as a trainee inspector. He was promoted to Chief Superintendent in July 1997, Assistant Commissioner of police in May 2003, Senior Assistant Commissioner of police in January 2007 and Deputy Commissioner of police in September 2010. He has served in various departments of the force, including assistant director of crime, director of crime and security, and deputy director (Management). He was appointed Deputy Secretary for security in September 2012.

Deng Bingqiang

Deng Bingqiang is 55 years old. He has been the Commissioner of police since November 2199.

Deng Bingqiang joined the police force as a trainee inspector in June 1987. He was promoted to Chief Superintendent in 2012, Assistant Commissioner of police in 2015, Senior Assistant Commissioner of police in 2017 and Deputy Commissioner of police in November 2018.

Xiao Zeyi

Xiao Zeyi is 55 years old. He has been Deputy Commissioner of police since November 2199.

Xiao Zeyi joined the police force as a trainee inspector in December 1988. He was promoted to Chief Superintendent in 2013, Assistant Commissioner of police in 2017 and Senior Assistant Commissioner of police in 2018.
