In July 1983, Yancheng Institute of technology graduated from the major of building materials and machinery and stayed in school. He has successively served as political instructor, Secretary of general League branch, Secretary of student Party branch, deputy secretary of general Party branch and deputy director of propaganda department. from March 1988 to November 1990, he graduated from the ideological and political education major of Jiangsu Normal University; from September 1997 to July 1999, he graduated from the postgraduate course of economic management of Nanjing University; from September 2004 to June 2007, he graduated from the postgraduate course of Sociology of the Party School of Jiangsu provincial Party Committee. in June 1989, he was promoted to the title of lecturer by the Provincial College Working Committee. In June 1992, he was appointed deputy mayor of Hede Town, Sheyang County. In September 1994, he served as Deputy Secretary of the Party committee and deputy director of Sheyang County Chemical Construction Bureau. In February 1995, he successively served as mayor and party secretary of Xintan Town, Sheyang County. He served as deputy director of Yancheng population and Family Planning Commission in December 2002. In August 2014, he served as deputy secretary and deputy director of the Party group of Yancheng health and Family Planning Commission. in July 2017, he served as director and Secretary of the Party group of Yancheng food and drug administration.
