Cai Qi attended and delivered a speech

The Fourth Plenary Session of the 20th Capital Planning and Construction Committee was held in Beijing on November 8th. Cai Qi, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and Director of the Chief Planning Commission, attended the meeting and delivered a speech.

The meeting pointed out that the Third Plenary Session of the 20th CPC Central Committee made an overall plan to further comprehensively deepen reform and promote Chinese path to modernization, put forward a series of reform measures in regional coordinated development, urban planning, construction and governance, and put forward new and higher requirements for the planning and construction of the capital. We must deeply study and implement the spirit of General Secretary Xi Jinping's important speech on the planning and construction of the capital, further enhance our sense of mission and responsibility, and effectively transform the strategic deployment of the Party Central Committee into practical actions to promote the planning and construction of the capital, achieving more tangible results.

The meeting emphasized the need to focus on the strategic positioning of the capital city, strengthen the construction of the "four centers" functions, and further optimize the central government environment. Make good use of urban medical examination reports, implement systematic measures to address identified problems, fill in gaps, and enhance the modernization level of urban governance system and governance capacity. Strengthen the overall protection of the old city, utilize the results of the application for World Heritage status of the central axis, and focus on the protection and utilization of key cultural relics for relocation. Deepen urban renewal, accelerate the renovation of old residential areas and the renovation of flat courtyards. Continuously promote the construction of ecological environment. Deepen the reform of handling complaints as soon as possible, solve urgent and difficult problems for the masses, and drive the refinement of urban governance. Implement the coordinated spatial planning of the modern capital metropolitan area, firmly remove non capital functions, actively support the construction of Xiong'an New Area, and promote the high-quality development of urban sub centers. Establish bottom line thinking, enhance the ability to respond to major risks, and ensure the security and stability of the capital.

The meeting requires the consolidation of responsibilities among all parties and the coordinated implementation of the capital's planning. The Chief Planning Commission should strengthen overall coordination and improve institutional mechanisms around key issues. Beijing should fulfill its main responsibility and ensure the implementation of major projects. All member units should care about and support the work of Beijing, and strictly follow the plan for handling affairs. The Office of the Chief Planning Commission should strengthen coordination and supervision, and promote the implementation of various tasks.

The meeting listened to the report on the implementation of the 2023 Beijing Urban Master Plan, the Capital Functional Core Area Control Plan, and the Beijing Urban Sub center Control Plan, and reviewed the spatial coordination planning of the modern capital metropolitan area.
