Li Fengyuan, born in May 1947 in Pinglu County, Shanxi Province, is a member of the Communist Party of China. He is a teacher by profession. He once served as deputy director and associate professor of the educational administration department of the Party School of Shanxi provincial Party committee.

From June 1978 to July 1982, he studied philosophy in the undergraduate class of the Party School of Shanxi University. He was a middle school teacher in Pinglu County before he entered the school. After graduation, he was assigned to teach in the philosophy teaching and research section of the Party School of Shanxi provincial Party committee. In 1983, he was the head of the Academic Affairs Section of the school, and in 1991, he was the Deputy director and associate professor of the Department. Over the past few years, he has participated in the compilation of five textbooks and books, with more than 400000 words, and has written and published 26 papers with 120000 words. He has been awarded advanced worker and excellent Party member by the school.
