Liu Xiaobing, male, Han nationality, was born in November 1964 in Langzhong, Sichuan Province. He joined the Communist Party of China in June 1985. He is a doctor (later), a second-class Professor, a master's supervisor, an expert entitled to the special allowance of the State Council Government, and an academic and technological leader in Sichuan Province.

He is currently a member of the Standing Committee of the Party committee and vice president of Xihua University.

He is currently a member of the Standing Committee of the Party committee and vice president of Xihua University. 1981.09-1985.07: majored in hydraulic machinery of Sichuan Institute of technology, bachelor's degree. From July 1985 to April 1996, he taught in the Department of power engineering of Sichuan Institute of technology. During the period, he studied as a graduate student (Master's degree and doctoral degree) in the Department of power engineering of Huazhong University of technology from September 1990 to June 1995, and obtained a doctor's degree in engineering. From April 1996 to January 1999, he worked in the Department of power engineering of Sichuan Institute of technology Deputy director; from January 1999 to January 2004, he served as director of power department of Sichuan Institute of technology. During this period, he worked as a postdoctoral in water conservancy engineering postdoctoral mobile station of Sichuan University from October 2001 to March 2004; from January 2004 to April 2009, he served as Dean of School of energy and environment of Xihua University; from April 2009 to August 2018, he successively served as director of graduate department, director of discipline construction office, director of science and Technology Department of Xihua University President of the College of energy and environment, director of the Key Laboratory of fluid and power machinery, Ministry of education, and President of the College of energy and power engineering; member of the Standing Committee of the Party committee and vice president of Xihua University since August 2018. engaged in research on internal flow (including multiphase flow) of hydraulic machinery, cavitation and sediment wear of hydraulic machinery, vibration and stability of hydraulic unit, etc. Presided over more than 20 national key R & D projects, national natural fund projects, provincial key projects, etc. He won 1 first prize, 2 second prizes and 4 third prizes of provincial and ministerial science and technology awards, published more than 200 academic papers (more than 30 of which were included in SCI / EI), authorized 7 invention patents, and compiled 5 monographs and textbooks. He has successively undertaken the teaching work of hydraulic machinery cavitation and sediment wear, multiphase flow theory and application, hydraulic machinery pressure pulsation and vibration, and won 4 provincial teaching achievement awards. More than 100 graduate students have been trained. he has successively served as the director of the National Research Center for water machinery abrasion, the executive director of Sichuan Society for hydropower generation, the executive director of Sichuan Petroleum Society, the government consultant of Chengdu and Guang'an, the member of the academic committee of international hydraulic machinery Asia branch, the editorial board member of Journal of hydrodynamics and other miscellaneous records, and the reviewer of several publications.

On August 31, 2018, Xihua University held a cadre meeting in the lecture hall of the fourth education.
