Yang guard, male, Han nationality, was born in November 1967 in Zhuji, Zhejiang Province. He joined the Communist Party of China in July 1989 and started work in August 1989. He has a postgraduate degree.

He is now deputy director of the development research center of Zhejiang Provincial People's government.
