Wu Changying, born in May 1968 in Wangcang, Sichuan Province, is a Bachelor of Engineering in computer application major of University of Electronic Science and technology of China.

In July 1991, he joined the Communist Party of China in December 1994, served as the chief of the information section of the Organization Department of Guangyuan municipal Party committee in October 2001, and has been the chief of the cadre supervision section of the Organization Department of Guangyuan municipal Party Committee since February 2009. He plans to be the discipline inspection team leader and Party member of Guangyuan forestry and landscape Bureau dispatched by Guangyuan Discipline Inspection Commission.
