Fengcheng town is under the jurisdiction of Xuanhan County, Dazhou City, Sichuan Province. It is located in the middle of Xuanhan County, 30 kilometers away from Xuanhan county. The city was built at the end of Ming Dynasty. Fengcheng was established in 1949, Fengcheng commune was changed in 1958, Fengcheng town was restored in 1984, and Fengcheng town was changed in 1985.

The city was built in the late Ming Dynasty. In 1949, Fengcheng was set up. In 1958, it was changed into commune and in 1984, it was changed into township. In 1996, it covers an area of 56.9 square kilometers and has a population of 13000. It governs 11 administrative villages and 1 neighborhood committee, including Xiniu, Longquan, Huangcao, loufang, Renyi, Douxi, Banqiaohe, Hulu, beidouping, Yashi and Yeya. In 2004, the former Dongsheng township was merged into Fengcheng Town, and the town government was stationed in Fengcheng. In 2010, Zhaibian village was changed into Zhaibian rural community.

Baiyantan reservoir

Xuanhan Baiyantan reservoir is located on luanshitan river at the junction of Fengcheng town and Fenglin Township in Xuanhan County, upstream of Zhouhe River, 85 km away from Xuanhan county. It is a medium-sized water conservancy project mainly for irrigation, with flood control, urban and rural water supply and other functions, including hub project and irrigation area project.

The total construction period of the hub project is 44 months, the total construction period of the channel project is 55 months, and the total static investment is 1.315 billion yuan. The reservoir complex has a catchment area of 110 square kilometers and a river channel length of 19.2 kilometers; the normal water level is 731.00 meters, the normal water level storage capacity is 59.83 million cubic meters, the total storage capacity is 65.57 million cubic meters, and the Xingli storage capacity is 55.91 million cubic meters; the maximum dam height is 94.2 meters, the dam crest width is 10 meters, and the length is 260.7 meters.

The reservoir irrigation area mainly covers 21 townships in Xuanhan, including Fengcheng, Fenglin, Huangjin, Puguang, Juntang, Liuchi, Mingyue, Hongling, Dacheng, Hujia, Baima, Huajing and Wubao, and 4 townships in Tongchuan, including Luojiang, Weixing, Pujia and Dongyue, with an irrigation area of 298000 mu.
