Guizhou Rural Credit Union was established on December 30, 2003. It is a local financial institution managed by the provincial people's government and has the status of independent enterprise legal person.

Background

Guizhou Rural Credit Cooperatives Union was established on December 30, 2003, according to the spirit of the notice of the State Council on printing and distributing the pilot scheme for deepening the reform of rural credit cooperatives (GF No. 14), and in accordance with the general requirements of the reform of "clarifying the property right relationship, strengthening the restraint mechanism, enhancing the service function, the appropriate support of the state, and the responsibility of the local government", to deepen the management system of Guizhou rural credit cooperatives The realistic choice of reform. The document of the State Council clearly states that the pilot reform is to transfer the management responsibility of rural credit cooperatives to the provincial government, the China Banking Regulatory Commission will implement supervision according to law, and the rural credit cooperatives will operate independently according to law. According to this "three in one" supervision and management system, on the basis of full argumentation and repeated research, the provincial Party committee and the provincial government decided to establish Guizhou Rural Credit Union with the approval of China Banking Regulatory Commission.

Main functions

Guizhou Rural Credit Union is a local financial institution approved by China Banking Regulatory Commission and managed by the provincial people's government. It has the status of independent enterprise legal person and is authorized by the provincial government to perform the following duties:

（1） To supervise and urge rural credit cooperatives to implement national financial policies and support agriculture; (2) to formulate and supervise the implementation of self-discipline management system; (3) to guide member cooperatives to improve corporate governance structure and internal control system; (4) to conduct guidance and audit on business operation, financial activities, labor and employment, social security and internal management; (5) to supervise and urge rural credit cooperatives The cooperative elects directors and supervisors according to law, elects and employs senior managers; (6) guides the prevention and disposal of financial risks of the cooperative; (7) guides and coordinates the electronic construction; (8) guides the training and education of employees; (9) coordinates the relationship between relevant parties to safeguard the legitimate rights and interests of the cooperative; (10) organizes the fund transfer among rural credit cooperatives; (11) participates in the fund market to serve the members (12) handling or acting as an agent for the fund clearing and settlement business of member cooperatives; (13) providing information consulting services; (14) other functions and powers granted by the provincial people's government.

Internal organization

Guizhou Rural Credit Union has one office and five departments: office, business development department, financial information department, personnel and labor department, supervision and security department, audit department. Another clearing center and customer service center will be set up.

On December 15, 2020, the Ministry of Civil Affairs awarded the "China Charity Award".
