Fengcai street was built in 1956 and Baiyun Street in 1993. In 1996, Fengcai street, with an area of 5 square kilometers and a population of 30000, governed 12 neighborhood committees including sidaojie, Shahe, Jiandong, Jianxi, erbawo, erbabei, triangle line, Xinxing, Xinjian, Fubei, Xinzheng and Diding; Baiyun Street, with an area of 3.5 square kilometers and a population of 25000, governed Tieyi, Tieyuan, tiexing, Tiejian, Tiedong, Erqi, Xiadian, Baixia, Xingdong, Meidong and Meiding There are 13 neighborhood committees in Xi'an, Xugang and Hongqi.
