Xiaogushan Town, belonging to Yitong Manchu Autonomous County, Siping City, Jilin Province, is located in the southwest of Yitong Manchu Autonomous County, at the intersection of five counties in Jilin and Liaoning provinces. It borders Sandao Township in the East, Shiling Town in Tiedong District of Siping City in the southeast, Jiashan Township in Dongliao County in the south, Longshan Manchu Township in Gongzhuling mountain across Erlong Lake in the West and northwest, and Sandao Township and Erlong Lake in the north. The area is 168.45 square kilometers. By the end of 2018, the registered residence of Xiao Gushan town was 26439.

In October 1958, it belonged to Dagushan commune. In 1960, Xiaogushan commune was established. In December 1983, the commune was transformed into a township. In November 1984, the township was transformed into a town. As of June 2020, Xiaogushan town has one community and 13 administrative villages.
