Huludao Economic Development Zone was established in April 2006 as a provincial Development Zone.

In principle, all administrative law enforcement departments and their staff in the city do not carry out routine inspection except for checking backup cases when dealing with emergency public affairs such as safety accidents, public security and criminal cases. If it is approved, the inspection department shall make an appointment with the inspected unit in advance. The same department shall not inspect the same enterprise more than once a year, and no unit is allowed to set up inspection stations in the development zone. 3. For the first minor violations of laws and regulations in the operation of enterprises in the Development Zone, we should focus on education and help to rectify, and in principle, we should not impose fines. For those who really need to be fined, the approval of the Management Committee of the Development Zone shall be obtained, and the minimum penalty shall be implemented according to law. While punishing enterprises, administrative law enforcement departments should provide corresponding guidance for enterprises and help them to formulate rectification measures. Those who fail to provide guidance and help lead to inadequate rectification shall not be punished again. 4. Consulting, information, testing and other services that should be voluntarily accepted by enterprises shall not be changed into mandatory fees, membership fees of various associations and societies shall not be charged, and the business-related fees that can be reduced or exempted shall be charged according to the minimum standard. 5. The Development Zone shall not be required to participate in the meetings held by the departments directly under the municipal government that are not directly related to the development zone. Enterprises in the Development Zone shall not be required to attend all kinds of meetings. Matters that enterprises must know can be conveyed by the Management Committee of the development zone. 6. A special acceptance window should be set up for the Development Zone in the municipal administrative service center, and a green channel should be set up. The special personnel should be responsible for accepting all administrative examination and approval matters, and the whole process agency system of administrative examination and approval should be implemented, which includes one acceptance and delivery, free of charge, satisfactory completion within a limited time according to law, and whole process tracking and supervision. 7. The municipal opening-up office and approval office shall issue "green cards" to all enterprises and legal representatives in the industrial zone to protect them and enjoy the treatment stipulated by the enterprise green card system. 8. Relevant departments should actively provide high-quality and efficient services for the Development Zone, and must not do anything without charging less or no fees. It is necessary to seriously formulate specific measures to serve the enterprises in the Development Zone, and determine a leader as a special contact person to be responsible for the implementation. 9. The Municipal Supervision Bureau shall send a resident office to the development zone to investigate and deal with various outstanding problems that affect, restrict and hinder the economic development environment of the development zone.
