Paoya Township, belonging to Wafangdian City, Dalian City, Liaoning Province, is located in the southwest of Wafangdian City, bordering Jiulong street in the East, Paotai street and Fuzhouwan street in Jinzhou District in the south, Xietun town in the west, Changxing Island Economic and Technological Development Zone in Dalian across the sea, and Santai Manchu Township and Yangjia Manchu Township in the north. In 1958, there were 18 villages of Paoya, yantun, Wujianfang, qianzhangtun, Qiaotun, Changshan, dagaotun, Lugou, Qiaozi, Yangtun, wutunquanwai and Zhangdian in the area under its jurisdiction, belonging to Fuxian county.
In 1983, Paoya commune was transformed into a township.
