Xincun township is under the jurisdiction of Yanshou county. Located in the west of the county, the northwest is adjacent to Bin County. The township government is 9 kilometers away from the county seat.

Xincun township was originally under the jurisdiction of Changshou District and Yanshou town. In April 1956, the village was divided into townships and Youai township was set up. In September 1958, it merged with Yanshou town and Gaotai Township and was renamed Hongqi people's commune. In March 1960, it was set up from Hongqi commune. In September of the same year, xingrang commune was changed into Gaotai commune. In December 1974, five production brigades from Gaotai commune and two production brigades from Yanshou town merged to establish a new village commune (meaning "building a new countryside"). In the spring of 1980, the red flag production brigade managed by taipingchuan breeding stock farm was assigned to Xincun commune. In January 1984, it was changed into Xincun township.

Xincun township is a mountainous and semi mountainous area, most of the cultivated land is distributed in the hilly area of the semi mountainous area. The total area of the township is 204.4 square kilometers, with 43000 mu of arable land. The main crops are corn and soybean. Mountain products are bracken, white willow, Chinese herbal medicine and so on. The township has jurisdiction over 11 villages including Youai, Youyi, Hongshan, Hongqi, Yong'an, Hongfu, Banshi, Anfu, Heishan, Nongfeng and Linfeng. At the end of 1992, the total population of the township was 9635, of which the Manchu and other ethnic minorities accounted for about 2.5%. The township government is located in Youai village.
