Xincun township is located in the west of the city, at the south foot of Wanda mountain, adjacent to Jidong county and Qitaihe City in the West. The township government is 37 kilometers away from the city. Xincun township is named after the new village where the township government is stationed.

Originally under the jurisdiction of heitai District, Mishan county. The forest farm was established in daolingzi in 1958, and the "third line" was established in 1969. In July 1972, the new village people's commune was added. In April 1984, it was changed into Xincun township. Xincun township is mountainous, mainly planting corn and soybean.
