Emerging communities

Xinxing community in Gaokan town is one of 19 communities in Dashiqiao City, and it is also the only urban community in rural areas in Yingkou so far. Xinxing community began to build in April 2005. The Party branch was established on May 18, 2005, and the community residents committee was established on May 28, 2005. The first community member congress was held, and the organization was elected. Gaokan Xinxing community adopted the principle of cross appointment of Party and government cadres.

The community starts from houjiadakeng in the east to the southwest Houzhong Expressway corridor, and starts from Dongfeng Bridge to Yingkou Expressway corridor bridge in the north. There are 1300 households with a population of 3500. the Party committee of Gaokan town has boldly innovated. According to the working idea of "breaking the dual structure of urban and rural areas, realizing the integration of urban and rural areas, coordinating the economic development of urban and rural areas, and promoting the transfer of rural surplus labor force to cities and towns", it has set up a community party branch in the newly established emerging community, and actively carried out party service to community party members. Relying on community resources, they set up a service center for Party members, provide Party members with organizational relationship reference and management services, provide temporary "settled" and "dual management" party members with carriers to participate in organizational life and activities, and carry out various forms and rich content of community activities relying on various functions of the community. Xinxing community is located in the Western paddy field district of Yingkou City, known as "the first town of rice production and freshwater aquaculture in southern Liaoning". Relying on the rapid development of the "two water" industry, the per capita income of farmers has increased significantly, and the appearance of Zhenrong town has also changed greatly. It has become a demonstration town for the construction of small towns in Liaoning Province, attracting nearly 10000 farmers to work and do business here, and thousands of people have settled down here. in order to relieve the worries of some farmers, Gaokan Town, with the approval of Yingkou municipal government, has issued preferential policies to encourage farmers to enter the city, stipulating that all farmers who buy buildings in emerging communities can settle here, transfer to urban registered permanent residence, participate in social endowment insurance, and enjoy the same treatment as urban residents. The original contracted land will remain unchanged after the household is transferred to urban household.
