Baiguan street cultural community is located in the center of the old city, with Xinjian Road in the East, Renmin Road in the south, Jiangdong Road in the West and Shunjiang road in the north. It covers an area of 500000 square meters, with 180 residential buildings, 4500 permanent residents and a total population of 15000.

The cultural community was established in August 2002. Its predecessor is the neighborhood committee of cultural new village founded in 1994. In July 2000, the neighborhood committee of Wenhua new village was adjusted and divided into the neighborhood committee of Wenhua south district and the neighborhood committee of Wenhua North District. In August 2002, the neighborhood committee was merged and merged into the cultural community neighborhood committee.
