Located 60 kilometers south of Jingbian County and in the hinterland of Baiyu mountain area, Xincheng town is the birthplace of Wuding River. The township has 8 administrative villages, 64 villager groups, 1580 households and 7262 people. The total area is 230 square kilometers, with 39285 mu of cultivated land. There are new city, Huanghua City, buckwheat City, hero tongue, temple stele of Fan Zhongyan in Northern Song Dynasty, great wall of Qin and Ming Dynasty. "Huanghua ancient garrison" is one of the eight scenic spots in Jingbian.

In recent years, the township party committee and government, based on a long-term perspective, have adjusted the industrial structure in a rational way, focusing on agricultural efficiency, increasing farmers' income, and rural stability. They have thoroughly changed the traditional farming method of wide planting and low income in the past.
