Yongchang Street

Yongchang sub district office is located in the southwest of Kunming City, covering an area of 3.88 square kilometers. It is adjacent to Panlongjiang River in the East, Huancheng South Road and Dianchi Road in the north, and connected with South transit trunk road in the West and south, with flat terrain. The office was established in 1987. After the division of Kunming was adjusted in 2004, its subordinate relationship was changed from Wuhua District to Xishan District. It has a population of 53600 (2010).

In 1987, Tuqiao sub district office of Wuhua District set up a separate system, which was named after Yongchang district.

In August 2004, the division of Kunming city was adjusted, and Yongchang street was transferred from Wuhua District government to Xishan District government.

In 1987, Yongchang Street governed nine community neighborhood committees, namely yongshunli, Yongxing Road, Yikang Road, cucumber camp, Luosiwan, yongningli, yongheli, Yunfang and Jinhua.

In February 2005, part of Yonglian community in Fuhai street and most of Majia community in Qianwei street were included in Yongchang street.

In September 2006, Jinniu community neighborhood committee was established.

In June 2010, the south, East and west districts of masaying, Qianwei street, were under the jurisdiction of Yongchang street.

In July 2010, masaying community neighborhood committee and Shenggao Dacheng community neighborhood committee were established.

In August 2014, Huachang Road community neighborhood committee was established.

In 2016, Jinkun community neighborhood committee was established.

Yongchang street is located in the southwest of Kunming City and the southeast of Xishan District. It borders Panlongjiang in the East, Nanba road as the boundary, Guandu District across the road, Chengdu Kunming railway and Panlongjiang in the south, Qianwei street in Xishan District, Majia community neighborhood committee along Chengdu Kunming Railway in the west, Nanba community neighborhood committee and Fuhai street in Qianwei street, Huancheng South Road and Dianchi Road in the north, and Jinbi street in Xishan District bounded by the middle line of the road. Yongchang street is flat, 1887-1892 meters above sea level. The terrain is slightly higher in the East and lower in the west, higher in the north and lower in the south.

Climatic characteristics

The climate of Yongchang street belongs to subtropical monsoon climate, with warm seasons like spring and small annual temperature difference. The annual average temperature is about 15 ℃, the monthly average temperature is about 25 ℃ at the hottest time, and the monthly average temperature is about 3 ℃ at the coldest time. In winter and spring, the daily temperature difference can reach 12-20 ℃.

In Yongchang street, there are five tributaries into Yunnan, namely Cailian River, Yangjia River, Yongchang River, Qingshui River and Panlong River.

Population nationality

At the end of 2014, there were 53600 permanent residents and 18000 floating population in Yongchang street. In the total population, there are 36500 males and 35100 females; the vast majority are Han nationality and 3825 ethnic minorities. The main ethnic minorities are Hui, Miao, Yi and Bai, and the Hui are mainly distributed in yongheli and masaying communities. The total area is 3.88 square kilometers. The population density is 18400 per square kilometer. In 2011, the birth rate was 13.1 ‰, the death rate was 7.6 ‰, and the natural growth rate was 5.5 ‰.

There are 22 administrative staff in street organs, including 11 leading posts and 11 internal organs. After the institutional reform, the street has set up five internal organs, namely, the party and government comprehensive office, the economic development office, the grass-roots party building office, the social construction office, and the social security and stability comprehensive management office. There are 7 institutions. There are 20 enterprises. That is, Kunming Xishan District Yongchang Street City Management Comprehensive Service Center, Kunming Xishan District Yongchang street social security comprehensive service center (with Kunming Xishan District Yongchang Street Veterans Service Station brand), Kunming Xishan District Yongchang street cultural comprehensive service center, Kunming Xishan District Yongchang Street Service Center for the people, Kunming Xishan District Yongchang Street agriculture, forestry, water and environmental protection service center Emergency service center (with Dianchi Lake Management Office brand of Yongchang street, Xishan District, Kunming), comprehensive economic service center of Yongchang street, Xishan District, Kunming (with Statistics Station brand of Yongchang street, Xishan District, Kunming), and comprehensive law enforcement team of Yongchang street, Xishan District, Kunming. There are three agencies, namely Yongchang financial office, Yongchang judicial office and Yongchang law enforcement squadron. At present, there are 34 in-service staff (22 civil servants, 12 professional and technical personnel) and 14 leading cadres above section level (including 1 non leading post). At present, there are 6 grassroots party branches, 1 Party committee, 76 party branches and 1058 party members.

In 2017, there were 16 community residents committees in Yongchang street, including 12 urban communities, 2 turnover communities, 2 unit communities and 10 resident groups. Under the Party Working Committee of Yongchang street, there are 1 Community Party committee, 4 general Party branches, 14 party branches, 1 organ Party branch, 1 retired Party branch, 10 resident group Party branches and 38 non-public enterprise party branches, with a total of 921 party members. One street Service Center for the people and 14 community service stations for the people have realized the "one-stop" service office of Party and mass service, economic affairs, social security, urban management and legal consultation, forming a three-level linkage with district and office service centers for the people, providing high-quality, efficient and convenient services for community residents.

Economics

Yongchang street is dominated by commerce and trade, accounting for 87.5% of the total street economy, which is mainly concentrated in Luosiwan community and Majia community. The commercial format upgrading of Luosiwan commercial area and the construction of Luosiwan secondary central business district are being carried out, and Majia commercial area is also upgrading in combination with urban village reconstruction. At the end of 2014, there were 26 service units, 5 real estate units, 6 financial units, 25 wholesale and retail units and 14 transportation units.

In 2014, the budget revenue of Yongchang local public finance was 205 million yuan, an increase of 4% over 2013; the GDP was 5.94 billion yuan, an increase of 8.2%; the investment in fixed assets above designated size was 3.332 billion yuan, an increase of 5.1%; the total retail sales of social consumer goods was 3.54 billion yuan, an increase of 8.3%; and the per capita disposable income of urban residents was 33097.03 yuan, an increase of 9.4%. The total output value of township enterprises reached 7036.5 million yuan at current price, 1045 million yuan in industrial sales, 393.8 million yuan in agricultural products processing industry, 12526 million yuan in business income, 389.9 million yuan in paid in taxes and 25760 employees. The added value of private economy reached 4951 million yuan. Relying on the construction projects of Luosiwan area, No.17 area, village in city reconstruction, Wanda Plaza, Blu ray Kunlun center, the investment attraction has completed 1.732 billion yuan of domestic capital, 108% of the annual tasks, and 20 million US dollars of foreign capital with Shenggao Dacheng real estate development as the platform.

In 2016, the budget revenue of Yongchang local public finance reached 229 million yuan, an increase of 8% year on year. The gross regional product reached 6.645 billion yuan, with a growth rate of 9%. The per capita disposable income of urban residents was 36291.2 yuan, an increase of 8.5%. The total output value of industries above Designated Size reached 220 million yuan, with a growth rate of 2.3%. Investment in fixed assets above Designated Size reached 1.982 billion yuan, an increase of 8%. The total retail sales of social consumer goods reached 2.032 billion yuan, with a growth rate of 11.5%. The storage tax of headquarters enterprises increased by 5% year on year. A new building with a tax revenue of 100 million yuan was added to the Blu ray Kunlun center. The added value of private economy reached 5.76 billion yuan, the number of employees in private economy reached 26595, and the foreign trade volume reached 42.91 million US dollars. Domestic investment reached 989 million yuan and foreign investment reached 3.5 million US dollars in the whole year. From January to November 2017, the Gross Regional Product (GDP) was 47.46%, with a growth rate of 10.4%, the general public budget revenue was 102.1861 million yuan, the fixed asset investment above designated size was 1.566 billion yuan, with an annual target task of more than 250%, the total output value of industries above designated size was 143 million yuan, the total retail sales of social consumer goods was 157 million yuan, with a growth rate of 12.5%, and the per capita disposable income of urban residents was 100% 30 941 yuan, an increase of 8.52%. The added value of the private economy will reach 4.732 billion yuan, the number of employees in the private economy will reach 28040, and the import and export volume of foreign trade is expected to reach 10.39 million US dollars.

In 2018, the budget revenue of local public finance in Yongchang district was 217 million yuan, investment attraction was 584 million yuan, investment in fixed assets above designated scale was 2.8 billion yuan, and the total retail sales of social consumer goods increased by 22%. In 2019, the general public revenue of Yongchang street is expected to reach 370 million yuan, the investment in fixed assets above Designated Size will reach 2.8 billion yuan, and the total retail sales of social consumer goods is expected to increase by 20% year on year. The per capita disposable income of urban residents increased by 8% year on year. The service industry grew by 25% year on year.

Yongchang Street combines its own regional advantages and economic characteristics to create an industrial layout of "one core, two districts and three floors" and vigorously cultivate urban economy.

One core: with Luosiwan community as the core, introduce COFCO's "Joy City" project into Luosiwan center, connect with Yunfang International Mall, Southeast Asia mall, Zhenwan department store and other commercial buildings on Haigeng Road, realize the upgrading of commercial formats, and build a core business and commercial cluster area with financial trade, e-commerce, high-end boutique business, information and intermediary services as the main formats.
