Xingfu township is under the jurisdiction of Huanan county. Located in the south of the county, north of Huanan town. The township government is 9 kilometers away from the county seat. Xingfu township was originally under the jurisdiction of liumaohe district.

In April 1956, the village was divided into townships, named after Toudaogou Village (now Wuyi Village), and Toudaogou township was set up. In April 1958, it was incorporated into Xinxing Township and renamed Xinxing people's commune in September of the same year. In May 1962, it was transferred to liumaohe commune. In April 1984, liumaohe commune was divided into two townships, liumaohe and Xingfu. Xingfu township is a hilly area with fertile soil. With a total area of 80 square kilometers and 67000 mu of arable land, the township is one of the main grain producing areas in the county. In 1992, the total output value of township enterprises was 21.55 million yuan. The township governs 15 villages including Wuyi, Sandaogou, Sidaogou, Wudaogou, Minfu, Xingfu, Fuxiang, Fugui, Ronghua, Xingfu, Sihua, Qingshan, Xinhong, Shuanghe and hunanying. At the end of 1992, the total population of the township was 1.44 million, mainly Han nationality. The township government is located in Wuyi village. Xingfu Township won the title of "ecological Township in Heilongjiang Province" Xingfu Township comprehensively carried out the construction of ecological environment. Taking the construction of key townships as an opportunity, it actively carried out the construction of ecological townships with the main contents of domestic waste collection and treatment, afforestation, energy conservation and emission reduction, and effectively improved the ecological environment of townships. Recently, according to the "notice on naming provincial ecological towns and villages in 2012" issued by Heilongjiang Provincial Environmental Protection Department, Xingfu township was awarded the title of "ecological town in Heilongjiang Province" by Heilongjiang Provincial Environmental Protection Department, and ERGONG village was awarded the title of "ecological village in Heilongjiang Province", realizing the "win-win" of agricultural economic development and rural environmental protection.
