Xinmin Township is under the jurisdiction of Mulan County, Heilongjiang Province. Located in the north of the county. The township government is 54 kilometers away from the county seat.
Xinmin Township, formerly known as Xinmin Town. After the founding of the Republic of China, it was under the jurisdiction of Mulan county. In July 1927, it was under the jurisdiction of the newly established Dongxing Administrative Bureau, which was called "Xinmin Town" and belonged to the second district. After the fall of Northeast China, in October 1933, it was subordinate to Dongxing County, which was the new people's security system, and then the new people's village was set up. After the victory of the "93" Anti Japanese war in 1945, Dongxing county was merged into Mulan County in November 1947 and set up Xinmin District, which was changed into the eighth District in October 1950. In the spring of 1956, Xinmin and Xinsheng townships were set up. In March 1958, Xinsheng township was merged into Xinmin Township, which was renamed Xinmin commune in September of the same year. In 1962, the area to the west of mulanda river was delimited and Xinsheng commune was established. In the spring of 1984, Xinmin commune was changed into Xinmin Township. Xinmin Township is high in the East and low in the west, with a small number of hills in the East, plains in the middle and West, rivers and ditches crossing, forming "three mountains, one water and six fields". The township has a total area of 85 square kilometers, with a cultivated area of 72000 mu, of which paddy field accounts for more than 60% of the cultivated area. It is a key grain production area and also a key rice production area in Mulan county. The township governs Xinmin, Xinhua, Huashan, Xinrong, Xinhui, Xinli, Jixiang, Xinping, Taiping, Xinbei, Xincheng, Xinxin and other 12 villages, of which Xinmin is a Korean village. At the end of 1992, the total population of the township was 14000, of which the Korean, Manchu, Hui and other ethnic minorities accounted for about 5%. The township government is located in Xinmin village.
